Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay to allow a temporary school on the property located southeast of Haines Avenue and Country Road. The subject property is comprised of 66.3 acres of undeveloped land zoned Medium Density Residential District. On April 21, 2022, the Planning Commission approved an Initial Planned Development Overlay (File #22PD013) for the property to allow a preliminary development plan which included a permanent K-12 school, a daycare, and residential dwellings. The plan identified that site development would occur incrementally in three phases to prioritize the near-term goals of beginning school construction and providing housing. This application is to consider the temporary school only which has been labeled as Phase 0 in the Phasing Schedule. A Major Amendment to the Final Planned Development Overlay will be submitted for each future phase. Phase 0 will occupy 6.2 acres of land on the northeast corner of the subject property and involves the temporary placement of three modular buildings that will be one story in height and 4,900 square feet in size. The buildings will be used to house K-2 classrooms prior to the completion of the permanent K-6 building anticipated in 2025. These buildings will be leased and subsequently removed by the manufacturer during Phase 1 of the overall site development. Phase 0 will be accessed from Country Road and will have a student drop-off area and parking lot which will be located to the north of the modular buildings. There are two fenced outdoor play areas being proposed between the buildings which will be 3,800 square feet and 4,600 square feet in size, respectively. The school will have 13 staff members and will enroll the first group of kindergarten classes of 40 students total in the spring of 2023. The number of students is expected to increase by 40 students every following year with each incoming kindergarten class. It is anticipated that the temporary school will house 120 students by 2025. To support the temporary buildings as well as future phases, installation of utility infrastructure will also occur during Phase 0. A Traffic Impact Study has been submitted and reviewed as part of this application.
