Agenda Item Summary:
The applicant has submitted a Planned Unit Development Zoning Document to create a multi-faceted visitor oriented destination hub. The project will encompass 302.1 acres located north of E. Mall Drive and is bounded by or abutting Tish Boulevard, Seger Drive, 143rd Avenue and N. La Crosse Street. The development includes the creation of three zones of activities with specific land area regulations for each zone. The three proposed zones include a Resort Village Zone, a Commercial and Entertainment Zone and an RV Resort Zone. The Resort Village Zone will encompass 126.2 acres and will provide both short-term and long term housing to assist with meeting our growing housing needs within the community as well as housing for employees and visitors to the district. This zone may also include other services and amenities to serve the occupants within the zone such as child care centers, convenience stores, offices, churches and schools. The Commercial and Entertainment Zone will encompass 139.8 acres and will include the critical mass of the Rapid City Destination District’s attractions. These attractions may include, in part, an outdoor/indoor amusement park, convention centers, amphitheaters/movie theaters, hotels, water park, restaurants/drinking establishments, retail businesses and a parking hub all proposed to attract local, regional and international visitors throughout the year. The RV Resort Zone will encompass 36.1 acres and will include a recreational vehicle/camping park along with a themed outdoor recreational area and amenities for the occupants of this zone. These amenities, in part, may include eating and drinking establishments, retail stores, water park, transit/parking hub and churches. Chapter 17.50.060 of the Rapid Municipal Code provides a process for the creation of a zoning district that allows for a mix of land uses and development standards that would not otherwise be permitted within the conventional zoning districts. In addition, a Planned Unit Development Zoning Document allows for flexibility because of unique circumstances or to promote unique design. Creating the three separate but intertwining land use zones creates unique circumstances and design to qualify for the creation of a Planned Unit Development Zoning Document.
