The applicant requests to rezone 7.92 acres of property from General Commercial District to Office Commercial District. The property is located on E. Omaha Street/SD Hwy. 44, a principal arterial street on the City’s Major Street Plan. The property is void of structural development. The Future Land Use Plan in the City’s Comprehensive Plan identifies the subject property as Mixed-Use Commercial and Light Industrial within a commercial and light industrial district. The primary zoning districts associated with these land use categories are General Commercial District (the current zoning district) and Light Industrial District. As such, the proposed rezoning to Office Commercial, which also allows residential use, is not consistent with the Comprehensive Plan. In addition, this area is an established commercial and industrial mixed corridor
