(Update: October 29, 2021. All revised and/or added text is shown in bold.) At the October 21, 2021 Planning Commission meeting, Planning Commission continued this item to the November 4, 2021 Planning Commission meeting to allow the Rezoning request to be considered in conjunction with a Traffic Impact Study that is required to be submitted with an associated Preliminary Subdivision Plan. The Traffic Impact Study has since been submitted and staff is recommending this item be continued to the November 24, 2021 Planning Commission meeting to allow staff time to review the Traffic Impact Study and to allow this Rezoning request to be heard at the same meeting as the associated Preliminary Subdivision Plan. The applicant has submitted a Rezoning request to change the zoning designation of the property from No-Use District to Low Density Residential District II. In addition, the applicant has submitted a Preliminary Subdivision Plan application (File #21PL091) to subdivide the subject property into 178 residential lots. Pursuant to Chapter 2.17 of the Infrastructure Design Criteria Manual, a residential development of 150 dwelling units or more requires that a Traffic Impact Study be submitted for review and approval. In particular, the Study will identify if street improvements are needed to accommodate the additional traffic. Since this is an area of existing traffic concerns, staff is recommending that the Rezoning request be continued to allow the applicant to submit the Traffic Impact Study to ensure that the street system(s) can accommodate the traffic generated by the development.
