Agenda Item Summary:
The applicant has submitted a Major Amendment to a Planned Development Overlay application to allow a medical cannabis dispensary at 530 Cambell Street, Suite 3. The property is currently developed as an 8,000 square-foot strip mall with four suites. The applicant is proposing to utilize a 1,977 square-foot suite for the medical cannabis dispensary. The applicant has indicated that the medical cannabis dispensary, to be known as “From the Hills”, will be open daily from 8 a.m. to 10 p.m. Staff has reviewed the Major Amendment to a Planned Development Overlay to allow a medical cannabis dispensary pursuant to Chapter 17.18, Chapter 17.50.105 and Chapter 17.54.030 of the Rapid City Municipal Code and the goals, policies, and objectives of the adopted Comprehensive Plan. Based on the adjacent commercial development, a medical cannabis dispensary is an appropriate use at this location. In addition, this site does not result in a saturation of use within this area of the community.
