Agenda Item Summary:
The applicant has submitted a Final Planned Development Overlay application to allow the expansion of an existing campground, doing business as the Rapid City / Black Hills KOA Holiday. The campground currently consists of 165 spaces, and an additional 14 spaces are proposed. This will bring the total number of spaces to 179. The property is located east of the intersection of S.D. Highway 44 and E. St. Patrick St. Access is from S.D. Highway 44 via internal streets and from Lancer Dr. The proposed spaces are already mostly constructed. This property was annexed into Rapid City on July 29, 2008 and was zoned as No-Use. The campground was operating outside the City up to that point and was not designed to City standards. The property was rezoned as General Commercial with a Planned Development Designation on March 13, 2009 to allow the campground to continue operating. On July 8, 2010, a Planned Commercial Development was approved to allow a caretaker’s residence in the General Commercial District. The proposed additional spaces are located on a separate, adjacent lot. Because the expansion is less than a 20% expansion to the existing campground, adding the additional spaces does not require that the existing campground be improved to City design standards
