The applicant has submitted a Variance request to waive the requirement to pave the circulation aisle for a proposed utility substation expansion. The applicant has indicated that the expansion is for staging of materials for transmission and larger distribution projects located elsewhere throughout the City. The remote location will be unmanned but monitored by Black Hills Energy staff. The property is currently developed with a Black Hills Energy utility substation and with gravel access from Tatanka Road.
