Agenda Item Summary:
(Update: 3/2/20) A meeting was held on March 2, 2020 to discuss the proposed Amendment and requested revisions. Kale McNaboe (Longbranch), Jerry Foster (FMG), Michael Towey and Kyle Hibbs (KTM) attended. Based on feedback during the meeting, the proposed revisions were satisfactory and the Amendment was supported by everyone present. (Previous Memo) The Ordinance Amendment to the Development Engineering Plan (DEP) process is proposed to improve staff efficiency and reduce the total time needed to approve the application. Under the current practice, plans and design reports are submitted at various levels of completeness which requires several iterations of staff review, redesign and/or corrections, resubmittal. This requires staff to use up most of the days allowed by Ordinance reviewing incomplete or preliminary designs and by the time staff receives final plans and reports there are very few days left on “the clock” to review them. The proposed Ordinance Amendment formalizes the original intent of the DEP process, which was to have one primary review once the Consultant believes the plans are complete.
