Agenda Item Summary:
The applicant has submitted a Rezoning request to rezone a 2.719 acre portion of a parcel of land from General Agricultural District to Medium Density Residential District. The Rezoning application was submitted concurrently with a Preliminary Subdivision Plan application (File# 19PL036) to subdivide an existing parcel of land into 17 residential lots. The subject property is identified as the second phase of proposed platting on the property and could support up to 75 apartment units in the future if the property is developed for multi-family residential use. The City’s Future Land Use Plan identifies the subject property as Low Density Neighborhood, which does not list Medium Density Residential District as an appropriate zoning district. However, the property is adjacent to the U.S. Highway 16 corridor, and a City Sponsored Comprehensive Plan Amendment is planned for the subject property and surrounding neighborhood to change the Future Land Use Designation from Low Density Neighborhood to Urban Neighborhood, which lists Medium Density Residential District as an appropriate zoning district. Therefore, the proposed Rezoning request is in compliance with City sponsored amendments to the Comprehensive Plan.
