Agenda Item Summary:
The applicant has submitted a Major Amendment to a Planned Development Overlay to allow an apartment development. Specifically, the applicant is proposing to construct a 32 unit, three story apartment building. The property is the third phase of construction in the development plans and is located directly east of the previous two phases of development on separate lots. The first two approved phases allowed for the construction of similarly designed 2 story apartment buildings. On November 8th, 2018, the Planning Commission approved a Final Planned Development Overlay to allow an apartment development on the subject property with a total of 24 units. Since that time, the applicant has re-designed the apartment building layout and now intends to construct an apartment building with a total of 32 units designed with first floor garages. The proposed expansion of units requires the review and approval of a Major Amendment to the previously approved Final Planned Development Overlay. The property is located northwest of the intersection of E. Minnesota Street and Cambell Street and is currently zoned Office Commercial District, which allows for multi-family residential units as a permitted use in the district. Currently, the property is void of any structural development.
