Agenda Item Summary:
The applicant has submitted a Major Amendment to a Planned Development Overlay to expand an existing carwash. In particular, the expansion project includes the following: 1) construct a 32-foot by 32-foot addition onto the west end of the existing tunnel carwash; 2) relocate 5 vacuum stations currently located on adjacent City owned property to the applicant’s property; 3) relocate a water main and fire hydrant from the applicant’s property to the City owned property to provide an area for the vacuum stations; 4) relocate the existing pay station for the tunnel carwash slightly east, removing it from an existing 26-foot wide shared parking and circulation easement; 5) vacate portions of an existing 8-foot wide minor drainage and utility easement located along the north lot line and the south lot line to allow for the vacuum stations to be located along the north lot line and to expand the tunnel carwash along the south lot line; and, 6) provide landscaping along the east lot line adjacent to Cambell Street and along the south lot line between the carwash and the adjacent Dairy Queen. A Planned Development (File #1417) was approved in 1995 to allow a carwash and a mini-storage facility to be constructed on a 2.19-acre parcel, which included the subject property. In 1999, a Preliminary and Final Plat was approved subdividing the 2.19-acre parcel into two lots placing the mini-storage facility on the eastern lot and the carwash on the western lot. A 26-foot wide shared parking and circulation easement was created to provide circulation between the two properties. Since 1995, the applicant has amended the Planned Development three times to address landscaping, fencing and signage design. Currently, a tunnel carwash with 6 self-service wash bays, a pay station and a pole sign exist on the property.
