Agenda Item Summary:
The applicant has submitted a Major Amendment to a Planned Development Overlay to expand the boundaries of the Planned Development and to allow a public park. The Major Amendment application was submitted in conjunction with a Rezoning application (File# 19RZ004) to rezone a portion of the proposed Planned Development Overlay boundary from General Commercial District to Medium Density Residential District. Additionally, the applicant has submitted a Preliminary Subdivision Plan to subdivide the subject property with the intent of creating a 0.36 acre lot for a future group home to serve the surrounding neighborhood. The proposed group home is not being reviewed as part of this application and will require a subsequent Major Amendment to the Final Planned Development Overlay. The subject property is 2.51 acres in size and is currently zoned Medium Density Residential District and General Commercial District. The applicant is proposing to expand the boundaries of a Planned Development Overlay and to allow a public park within the Medium Density Residential District. A public park is listed as a conditional use within the Medium Density Residential District, but is not allowed with the General Commercial District. The applicant has submitted a Rezoning request to rezone the portion of the subject property currently zoned General Commercial District to Medium Density Residential District to allow the public park within the proposed Planned Development Overlay boundary. The Planning Commission previously approved smaller lot sized and increased densities of residential development in the neighborhood contingent upon the applicant providing a public park for the neighborhood. The applicant is intending to provide public recreational space as a part of this application and will work with the Rapid City Parks and Recreation Department to secure ownership and maintenance of the new space.
