Agenda Item Summary:
The proposed new construction is for a two story single family home located at 1221 12th Street in the West Boulevard Historic District. The procedures for historic preservation are established in Rapid City Municipal Code section 17.54.080 and South Dakota Codified Law 1-19A-11.1. Pursuant to these regulations, City staff cannot issue a permit for a project that could adversely affect a historic property. Before the City can issue any such permit, the City Council must determine that there are no feasible and prudent alternatives and that all possible planning to minimize harm to historic resources has occurred. The HPC reviewed the project at their meeting on July 25, 2018 and made a motion to agree with the findings in the case report. Refer to the attached HPC meeting minutes for additional comments. The case report and its associated exhibits also include letters of support signed by the applicants’ neighbors.

Approve Option 1 1) Determine that there are no feasible and prudent alternatives to the proposed project and the project includes all possible planning to minimize harm to historic property. This action authorizes the applicant to apply for building permits. 2) Determine that there are feasible and prudent alternatives to the proposed project and that not all planning has occurred to minimize the harm to the historic structure. This action denies the applicant the ability to apply for building permits. 3) Continue the appeal to a certain date and require the applicant to provide additional investigation or explanation of alternatives. Notes: If City Council approves the appeal adversely effecting historic property, a building permit may be issued no sooner than ten days after SHPO receives notification of the final determination, sent certified mail
