Agenda Item Summary:
The applicant has submitted Conditional Use Permit application to allow a car wash in the General Commercial District. The applicant is proposing to construct a 1,500 square foot car wash in conjunction with a 5,500 square foot convenience store. The proposed convenience store is part of a larger proposed retail complex on the subject property that includes a 202,000 square foot retail superstore. The hours of operation for the car wash will be Sunday through Saturday, 8:00 AM to 6:00 PM. The convenience store and retail superstore are permitted in the General Commercial District. Only the car wash is being reviewed as part of this Conditional Use Permit. As part of the Conditional Use Permit application to allow a car wash, the applicant is also proposing to construct two electronic reader board signs to serve the property. The signs are intended to display fuel prices and advertising messages to vehicular traffic along East Mall Drive and Interstate-90. In particular, the applicant is proposing to install a cumulative total of 326.5 square feet of LED signage on the property in lieu of the maximum allowed 60 square feet as per Rapid City Municipal Code 17.50.100. All proposed signage must be in compliance with Rapid City Municipal Code prior to issuance of a sign permit or a Variance must be obtained. Electronic reader board signs are a permitted use within the General Commercial District. However, the Planning Commission has directed staff to bring all proposed electronic signs that are part of a Conditional Use Permit before the Planning Commission for consideration.
