Agenda Item Summary:
The applicant has submitted a Conditional Use Permit to allow a church and an elementary / middle school. In addition, the applicant has submitted a request to Rezone (File #18RZ023) the property from Light Industrial District to Office Commercial District. The applicant is proposing to convert the existing Black Hills Works training facility into a church for the 7th Day Adventist Church and associated school. The submitted operations plan indicates that the church will have between 100-125 members and services between 9:00 a.m. and 12:00 p.m. on Saturdays. The proposed school will operate between mid-August and the end of May between 8:00 a.m. and 3:30 p.m. The operations plan identifies a maximum of 75 students. On July 18, 2018, staff was invited take a tour of the property. The applicant, the applicant’s consultant, and a representative of the property owner were at the tour.

Planning Commission denied the Conditional Use Permit for an elementary/middle school and approved the Conditional Use Permit to allow a church (6-2) with Hoogestraat and Vangraefschepe voting No: 8/9/2018; Appealed 8/9/2018
City Council Recommendation Notes:
City Council approved a Conditional Use Permit for an elementary/middle school and a church (7-0 with Armstrong abstaining): 9/4/2018. Any expansion of the use or change in use shall require the review and approval of a Major Amendment to the Conditional Use Permit.
