This item was continued at the November 10, 2016 Planning Commission meeting at the applicant’s request. Please note that no other part of this staff report has been revised. The applicant has submitted a Preliminary Subdivision Plan application to create a 4.0 acre residential lot, leaving an unplatted non-transferable balance. The lot is to be known as Lot 21, Block 4, Auburn Hills Subdivision. On October 21, 2016, the applicant submitted a revised Preliminary Subdivision Plan slightly altering the configuration of the proposed 4.0 acre residential lot. In addition, the revised plat eliminates the dedication of any additional right-of-way for Coal Bank Drive. The property is located at the northern terminus of Chalkstone Drive, west of Haines Avenue. Currently, the property is void of any structural development. A Preliminary Subdivision Plan is a tentative plan of a proposed subdivision requiring the installation of public improvements. Approval of a Preliminary Subdivision Plan by the City Council is required before an applicant can proceed with Development Engineering Plans and a Final Plat application for all or part of the area within the Preliminary Subdivision Plan application.
