Agenda Item Summary:
Section 11-6-18.2 SDCL requires that a summary of the action of the City Council on a Comprehensive Plan Amendment shall be prepared by the City Planning Commission, reviewed by the City Attorney, published once in the official newspaper, and take effect on the twentieth day after publication.
In July 2015, the City of Rapid City, the Business Improvement District, and Destination Rapid City initiated a Downtown Area Master Plan to fulfill LC-4.1A of the Rapid City Comprehensive Plan. The formation of the plan has been guided by an extensive public engagement process that has included site visits, interviews with downtown stakeholders, focus groups, an online survey, public open houses, and a design workshop. The resulting draft plan is comprised of 5 core values for downtown, 9 action plan areas, and over 60 recommendations to guide improvements downtown over the next 5 – 7 year period. The implementation chapter identifies sources of funding and strategies to measure the progress of plan implementation. The planning process also resulted in the creation of a market assessment, design guidelines, and an assessment of regulatory (zoning) revisions in order to implement the community’s vision downtown. Following the public comment period, several revisions (mostly minor) were made to the Downtown Area Master Plan. These revisions are outlined in the staff report and summarized in Appendix I.
