Agenda Item Summary:
The City wishes to promote a healthy, productive and engaged workforce. Annual leave accruals for AFSCME employees will be adjusted effective January 1, 2025. Approval of the Non-Union Annual Leave Policy would match annual leave accruals for non-union employees to the annual leave accruals for AFSCME employees.
Currently, non-union full-time employees earn 80 hours of leave annually upon beginning employment. Employees earn 120 hours of leave annually upon completing 4 years of service, and 160 hours annually upon completing 13 years of service. Under the new policy, employees would still earn 80 hours of leave annually upon beginning employment. This amount would increase by 4 hours per year each year thereafter. At this rate, employees will still accrue 120 hours of annual leave upon completing 4 years of service, and will accrue 160 hours of leave annually upon completing 14 years of service. Employees will earn 4 additional hours of annual leave each year between 14 and 19 years of service, at which time they will reach the maximum annual leave accrual of 180 hours.
Offering comparable annual leave accruals to both union and non-union employees fosters a sense of fairness and equity within the workplace, leading non-union employees to feel valued and appreciated like their union peers. It also simplifies the administration of annual leave.
