Agenda Item Summary:
The proposed contract with the AFSCME bargaining unit is for a period of two years. In addition to the normal updates in language and general clean-up, this contract includes the following changes (not a complete list):

  • Adopting a two-year wage commitment, all of which have been included in the adopted 2025 budget, including 1) longevity pay based on length of employment from 0.5-1.5 percent on January 2025 and 2026, 2) matrix adjustment (COLA) of up to 2% in July 2025 and July 2026, and 3) eligibility for a maximum of 1% wage increase through the City’s new Pay for Performance plan in 2025 and 2026 (Article 18)
  • Imposing a limit for City-paid retiree healthcare to 50% of healthcare costs for those employees hired after January 1, 2025 and continuing the current language about 100% healthcare for retirees to those employees hired before the new contract. (Article 34)
  • Adopting a paid family leave policy (Article 28) granting four weeks of leave for all employees after the birth or adoption of a child, with two additional weeks for the birthing parent
  • Adding provisions regarding discipline (Article 17)
  • Updating inclement weather policy to clarify leave bank and provisions for employees who work on these days (Article 24)
  • Adjusting the annual accruals for sick leave and short-term disability to 72 hours of sick leave and 40 hours of short-term disability (previously each bank’s annual accrual was 56 hours of leave)
  • Adjusting annual leave to spread out the accruals based on years of service to change a little each year, rather than leave amounts changing substantially at year 4 and year 13 (Articles 25 and 26)
