Agenda Item Summary:
In 2006, the City worked together with Western Dakota Tech to conceive of a joint fire training facility that could be used by both the Rapid City Fire Department and WDT’s fire training program. The City and RCAS/WDT executed an agreement for the construction and joint use of the burn training facility at 1600 Sedivy Lane that contemplated the City’s occupation of the property for the foreseeable future, and the City constructed a fire training tower and other facilities on the property. By 2017, WDT had closed down their fire training program, and the Governor’s Office desired to sell the property, so the fire tower and training facilities were removed from the property and it was sold. Since 2017, the City has pursued an alternative location for the fire training facility and secured grant money and expended City funds for a new training facility on Creek Drive. Because the parties’ agreement required WDT/RCAS to pay for the cost of relocation of the burn training facility if necessary, the City has also been in conversation with WDT and RCAS about the specific amount of their contribution to the relocation costs. This agreement is the result of those negotiations, and both WDT and RCAS will pay the City $250,000 to fully and finally settle all outstanding claims related to the fire training facility.
