Agenda Item Summary:
During the regularly scheduled Rapid City Youth City Council (RCYCC) meeting held on the 10th of October 2023, present voting members unanimously passed the following motion.

“The Rapid City Youth City Council is requesting the approval of an expenditure in the amount of up to $26,000 from the Youth City Council budget, for the purpose of sending up to eight (8) youth and two (2) adults to the March 2024 National League of City Congressional Summit.”

The RCYCC has attended the NLC – Congressional City Conference for the past two years. This year, the members did some research on what other training conferences might work best for them to attend. In the research they did, they found that most leadership conferences required individual applications with a selection process. They also found that most of them took place over the summer which lands in the transitional time of new RCYCC members.

The RCYCC also felt that the benefits of meeting in person with Senator Thune, Senator Rounds, and Congressman Johnson while in DC outweighed other conferences. They also felt that it would be important to get this request approved in a timely manner to save money in the lodging and flight arrangements. Last year, the council approval came later and the block of conference rooms had already filled up. Registration for the NLC - Congressional City Conference will start after the November – NLC City Summit conference has ended.
