Agenda Item Summary:
Overview of the city’s plan to move forward in compliance with the EPA mandated Lead and Copper Rule (LCR) Revision of December 2021. The LCR replaced previous rules that only regulated lead at the entry point to the distribution system. The rule established a goal of zero lead in drinking water and treatment techniques to reduce corrosion of lead and copper within the distribution system. The first phase of this program will develop an inventory of service line materials for all customers, make the service line inventory publicly available, develop a service line replacement plan, revise sampling and testing requirements, establish a customer notification plan, and establish a communication and sampling plan for primary and secondary schools and licensed child care facilities. As part of the planning process, Public Works will identify costs and come forward with funding recommendations.
