Agenda Item Summary:
The South Dakota Dept. of Transportation is making changes to the access from the hotel properties on the east side of Elk Vale Road just south of the I-90 interchange. Currently, the hotels are accessed by a frontage road in close proximity to the interchange. The SDDOT is closing this access. The new access will be via a new street to be named Hotel Way. This street will be built on the east side of the current campus of BHSU-Rapid City and connect the new Box Elder event center and hotels to Cheyenne Blvd. While the road will be located within the City limits of Rapid City, the properties that need this road for access are almost entirely within the City limits of Box Elder. In order to facilitate the construction of this road, the parties have agreed that Box Elder will build and maintain this road per the attached agreement. The parties acknowledge that at some point in the future Rapid City will likely assume ownership and maintenance of the road, but this agreement makes clear that Box Elder is responsible for the road until such time as the City of Rapid City accepts responsibility for it.
