Agenda Item Summary:
When the City’s Community Relations Commission (CRC) was formed one of the benefits from the partnership with the Mniluzahan Okolakiciyapi Ambassadors (MOA) was that organizations ability to raise funds to support its mission. As the relationship has evolved, the partnership has increasingly become more of a merger and many of the activities and events that were previously sponsored by the MOA are now being undertaken by the CRC. The MOA has a fund to support its work that is managed by the Black Hills Area Community Foundation. Since the creation of the CRC additional funds have been donated to this fund to support the work of the CRC. The monies in the fund are used to put on forums, sponsor events related to the work of the commission, purchase food and beverages for events, and generally to support the work of the CRC. The proposed agreement will essentially transfer the existing fund from the MOA to the CRC. The fund will still be managed by the BH Area Community Foundation. Since these are not tax payer funds, there is a desire to keep them separate from any public funds. While these are not public funds, it is still important the City ensures the money is used appropriately and that there are proper checks and balances in place. Having the BH Area Community Foundation continue to administer the fund will provide these checks and balances. The CRC has already reviewed and approved this agreement. Once the Council approves the agreement the fund will be transferred to the control of the CRC and they can allocate funds to support their mission and programing.
