Agenda Item Summary:
Prior to December 2022, all YCC budget expenditure requests were processed through the Mayor’s office.
In December 2021, this Council amended the YCC resolution 2021-099 (as clarified by 2022-018) to include that all budgeted expenditures, regardless of amount, should be processed by the full City Council. This requirement has created a delay in opportunities for YCC’s activities, while small requests proceed through the City Council process for expenditures.
This effort seeks to return the authority to review and determine budget expenditure approval to the Mayor’s office in a limited fashion, so that small expenditure requests may be more timely and efficiently handled by the Mayor’s office, while continuing to require that YCC must bring proposed expenditure amounts of $1,000 or more to the full Council for review and determination of approval.
Shifting the authorization to review smaller expenditures back to the Mayor’s office would free space and time on the City Council agendas taken up by these small items, increase the efficiency of the YCC process, and enable YCC to access opportunities that may be otherwise unavailable due to time constraints of a full Council approval for small expenditures.
