The 2022 Non-Union Wage Study was set to be delivered by December 1, 2022. However, there are three factors that have materialized that have caused us to ask for an extension of the agreement to January 31, 2023. The first factor was the starting date. Originally the starting date was the week of June 27-July 1, 2022, but delays in completing the agreement caused us to bring to Council on for approval on July 18, 2022, giving us a slow start. In the collection phase of our survey we allotted two weeks for surveys to be completed. At the end of the two weeks we did not have enough returned surveys to complete a proper wage study. The survey deadline was extended another two weeks and the wage study team worked hard to make contacts with other municipalities to encourage them to complete our survey. The extra effort paid off as we received the most completed surveys Gallagher has seen all year. The final factor in the final delivery of the presentation is the Christmas/New Year holiday season. The data is set to be delivered to us right around Thanksgiving. The wage study committee and the Department Directors will then have the first part of December to become comfortable with the results and decide on a recommended plan to Council. The consultants will then come back to Rapid City and deliver the results to the employees and Council. Attempting to schedule those meetings around the holidays would be difficult for our employees and consultants. I do not anticipate needing the entire month of January to complete this, but we wanted to add the extension just to be safe.
