Agenda Item Summary:
The Community Development Department and Parks and Recreation Department have been working with representatives of Dream Design International to facilitate Yasmeen Dream LLC’s donation of two parcels of land (.91 acre parcel and .4 acre parcel) in the Johnson Ranch Subdivision. Yasmeen Dream LLC is proposing to donate these two parcels to the City. Yasmeen Dream LLC is asking the City to commit to construct improvements to make the properties a public park. Yasmeen Dream LLC is also requesting that the City (Planning Commission) amend the associated Planned Development (21PD016) to remove the following stipulation: “Prior to issuance of a Certificate of Occupancy, a Major Amendment to the Planned Development shall be submitted for the proposed park identifying the play equipment and mature landscaping.” Parks and Recreation Director Jeff Biegler detailed the circumstances surrounding these two parcels in his June 13, 2022 memorandum to the Parks and Recreation Advisory Board, which is linked to this agenda item. At its June 16th meeting, the Parks and Recreation Advisory Board approved the following motion: “Recommend Acceptance of Johnson Ranch Park.” If the Council desires to direct staff to facilitate this proposed donation, the Parks and Recreation Department is requesting that the Council identify a funding source for the development of the Johnson Ranch Park. **If the City directs staff to facilitate this donation, there will be a future item for the City’s acceptance of the donation once a deed has been executed by the donor to the City.**
