Agenda Item Summary:
This Ordinance is the result of the ad hoc committee appointed by the Council in August to study the issue of releasing additional video lottery licenses and the process to accomplish issuance of additional licenses. The committee was comprised of aldermen, staff, video lottery license holders, and citizens. In addition to codifying the process in ordinance (replacing the 1995 resolution), the draft ordinance before you contains the following changes: • Adjusted limit to the 75 currently available for 2020 census population of 74,000 • One additional authorization for each additional 2,000 of population, as determined annually by planners • Hard date restrictions removed to allow process when available, whether population, non-renewal, or loss of authorization for lack of operating • Increased application fee to $1,000 • Clarified a current license holder can apply for video lottery authorization • Timeline for opening and operating business is 9 months from drawing, or ability to get video lottery authorization is lost.
