Agenda Item Summary:
One of the components of the new arena project is the purchase of the furniture, fixtures, and equipment necessary for the arena to function. These items were anticipated and are included in the $130 million dollars appropriated to complete the arena. The Civic Center is beginning to purchase these items, but unless this resolution is approved most, if not all, of these purchases will need to be placed on a City Council agenda for approval. Based on the number of items needed, the process is likely to become cumbersome for both the Council and staff. Having numerous purchases related to the Civic Center also has the potential to cause confusion about whether these items are an additional expense, or were already included in the budget. These items consist of furniture for the locker rooms and common areas to equipment needed to operate the arena which really are beyond the scope of the Council’s expertise and do not require Council input or approval. In addition, the project team is trying to lock in prices and giving them the ability to execute contracts for these items will expedite the process and help keep the project on track for a timely completion. An example is the purchase of the fall arrest system that was approved at the October 5th City Council meeting. While it is hoped approval of this resolution will expedite the process and not over burden the Council and staff with a lot of unnecessary agenda items, it does not change the rules for procurement and all items will still be procured consistent with state laws.
