Agenda Item Summary:
The City Council has been discussing changes to the process for conducting City business by combining the separate Legal & Finance and Public Works committee meetings into a committee of the whole Council whose meetings would be called working sessions. No formal action would be taken at working sessions and the meetings would be used by the Council, staff, and public to become informed on issues coming before the Council, for the Council to ask questions and provide input to staff, and for the Council to decide what items are ready to be sent to the regular City Council meeting for final action. The attached resolution would temporarily authorize these meetings and give the Council a chance to see if they like the new process or would prefer to keep the current process. The resolution is intentionally vague on the rules and procedures for the conduct of the new meetings so you can tweak them as the trial goes progresses and adjust as needed. Initially, the Directors and staff would like to present on some of the more significant items on the agenda similar to the way the City Planning Commission currently handles its meetings. Council will then be able to ask questions and give input to staff regarding the item. Working sessions will be public meetings and the public will be entitled to attend and there will be a public comment period. Ultimately, the amount of public participation and how the meetings function will be up to the City Council.

The City Department Director Group supports the trial program. The director group is hoping that the proposed model for meetings will cut down on the number of meetings and improve communication.
