Agenda Item Summary:
RCMC Chapter 3.04 contains procedures for City purchases, including those purchases which may be authorized by department directors without City Council approval. The SD Legislature amended the public bidding laws in 2020 to raise the bid limit for public improvement projects to $100,000; this change prompted staff to review the City’s procedures for purchases made by staff that are less than the limits in SD law for public bidding. The changes to the ordinance in 6448 would clarify that the Council delegates to the Mayor and department directors the ability to make certain purchases when they are less than the amounts required to be publicly bid pursuant to state law or City policy so long as the guidelines in the ordinances are followed.
