Agenda Item Summary:
This Ordinance is proposed to reduce the membership of the Downtown BID Board from 10 to 5 members. The Board has had trouble meeting the quorum requirement, despite changes to days and times of meetings. Recruiting new board members has also been difficult with little interest when openings are advertised. One-half of the membership’s terms expired in August 2019, and those positions have not been filled. Additionally, the Ordinance expands those eligible to serve on the Board. Applicants who own or manage longtime downtown businesses but do not own property could be valuable members of the Board.
