Agenda Item Summary:
The U.S. government imposes requirements upon the City and other grantees who receive federal grants to adopt uniform policies and procedures related to grant expenditures. Staff drafted these uniform grant guidance policies and procedures to fulfill the City’s responsibilities under federal regulations and grant agreements to adopt and enforce financial policies. Some of these requirements are explicit in the federal regulations; for other areas of concern, the City is charged with adopting a standard policy. The absence of such policies/procedures could compromise the City’s federal grant awards, and adoption of these policies/procedures will assist in simplifying parts of the federal government’s audits/reviews of its funded programs at the City.
