Agenda Item Summary:
An Environmental Review (ER) for the demolition of a substandard abandoned home and new construction of affordable rental housing units on the property located at 248 Curtis St. has been completed. The ER has found the property to be Categorically Excluded Subject to Section 58.5, pursuant to 24 CFR 58.35(a), with a required mitigation to be accomplished for the safe removal of asbestos siding located on the east side of the house. The City is required to accomplish a 15 day public comment period prior to submission of this Finding of No Significant Impact (FONSI) and Notice of Intent to Request a Release of Funds (NOI-RROF) from HUD. Summary of comments received to date attached. These two comment periods have run concurrently.

CDBG funding will be used for the demolition and possibly for infrastructure costs for water and sewer line upgrades, additions and/or replacement of the lines from the City line to the property. Estimated CDBG expenditure to be $35,000.
