Agenda Item Summary:
This ordinance would change the way late fees are calculated for delinquent utility bills. Currently, either 1.5% or $5, whichever is greater, is charged for late payments. This would change that rate to a flat 6.5%. It would apply to water, sewer, and curbside garbage pickup. As with the rate relief program, staff tried to make this change as revenue neutral as possible. Some larger account holders may see an increase in late fees, but smaller accounts (e.g. most residential accounts) will likely see no change in late fees.
