Agenda Item Summary:
City staff introduced the Planning Commission to the topic of Short Term Rentals at the February 25, 2016 Planning Commission meeting and identified several issues for concern as well as potential procedures and review criteria for a Short Term Rentals ordinance. The Planning Commission directed City staff to present this information to the Public Works and Legal & Finance Committees, as well as the City Council, for their consideration. City staff seeks direction from the Council for the drafting of an Ordinance and procedures regarding Short Term Rentals in Rapid City. The attached memo provides a background and context for the requested Ordinance, as well as potential review criteria and administrative options for a Short Term Rentals Ordinance.
