Agenda Item Summary:
At its October 5, 2020 meeting, the City Council approved Agenda Item PW092920-11 which authorized the Mayor and Finance Director to sign an agreement with Pennington County and the South Dakota Department of Transportation. The agreement addresses two streetlights on Longview Road that are wired into a streetlight circuit along Highway 44 powered through a West River Electric Association meter billed to the City of Rapid City. According to the agreement, Pennington County will pay Rapid City monthly reimbursement (initially $38.59/month) for those two lights’ share of the monthly power bill and unlike the lights along Highway 44 that Rapid City is responsible for repairing and maintaining under a preexisting agreement with the SDDOT, Pennington County has full and sole responsibility for maintaining, repairing, and replacing the two lights on Long View Road. After the Mayor and County Chair had signed the agreement, the SDDOT legal staff added a sentence stipulating that the DOT retains ownership of the two light poles on Long View Road. This requires new signatures.
