Agenda Item Summary:
The City Attorney’s Office worked with the Humane Society of the Black Hills and other City Departments to revise Title 6 of the Rapid City Municipal Code (RCMC) relating to Animals. The Humane Society of the Black Hills elicited feedback from the public by posting a draft of Ordinance No. 6456 on its website. Some proposed changes of note are: 1) more clarity in the definitions section; 2) separate licensing for kennels, pet daycares, pet grooming businesses, and pet stores that are currently being licensed in one category as “kennels”; 3) clearer guidance on care and treatment violations in RCMC 6.08.130; 4) more guidance on impoundment generally; 5) changing the penalty for a violation of Title 6 to the general penalty in RCMC 1.12.010; and 6) setting licensing fees by Council resolution.
