Agenda Item Summary:
A request is being made for a two-step increase for all non-union (NU) employees and a 1.1% pay matrix (COLA) adjustment to the non-union scale. NU employees last received a step increase in January of 2019. The COVID-19 pandemic erased all NU pay adjustments for 2020. The Department Directors and the Mayor feel this is reasonable to make up for the missed adjustment in 2020 and keep the NU employees from falling behind. The HR team has recently partnered with Elevate to continue to work on the new NU pay scale. This partnership will ensure that the new scale is competitive within our market and will help us attract and retain the best workers to serve the citizens of Rapid City. This resolution would replace the resolution passed in December (202-6455) as it relates to the non-union salary and placement on the new scale.
