Agenda Item Summary:
The applicant submitted a Final Planned Development to the Current Planning Department on February 17, 2021 to allow an oversized garage (City File 21PD005). The applicant subsequently submitted an Exception Request the same day to the Engineering Department to allow a second driveway approach on a collector street to access the proposed garage. The Infrastructure Design Criteria Manual (IDCM) Section 2.16.2(2)(a) specifically states that second access approaches in a residential area will not be permitted on collector or arterial streets. The primary justification for this requirement is safety. See attached 21EX032 denial memorandum for details. Please note that after the Exception was denied, the applicant submitted a revised site plan (attached) showing a 20-foot building setback from Homestead Street in lieu of the 10-feet originally shown. This would help to alleviate concerns that parked vehicles will block the sidewalk, but does not address the remaining safety issues of having a driveway approach on a school route entering a major thoroughfare when Homestead Street is extended west to Timmons Boulevard as shown on the City’s Major Street Plan.
