Agenda Item Summary:
The Rapid City Regional Airport Board approved the changes to Ordinance 2.72 at its February 9, 2021, regular board meeting and recommends adoption by the Rapid City Common Council. Attached is Ordinance No. 6439 reflecting changes related to the Airport. In particular, this ordinance will increase the size of the Airport Board from five (5) to seven (7) members to include two members outside of the City’s platting jurisdiction in Pennington County. Because we are a regional airport that services a significant catchment area, and in looking to the potential growth in the future, now is a good opportunity to look at expansion of the Board. This ordinance also eliminates the requirement that the Airport must utilize the Rapid City Fire Department (RCFD) for aircraft rescue and firefighting (ARFF) Services. This change is recommended as it is a potential compliance matter with the Airport’s grant assurances. It is not a reflection of the services provided by the RCFD, as they have done an excellent job for the Airport. The current MOU with the RCFD expires December 31, 2021. It specifically states that the lump sum base cost and method of adjustment shall be reviewed beginning January 1, 2021. As such, we are working through the review process and have held discussions with RCFD Chief Jason Culberson. Costs have been increasing at an average of about 2.5%. This doesn’t not include the facility costs, only the personnel: 2017 2018 2019 2020 2021 $548,893 $558,773 $573,860 $587,059 $602,909 The ordinance also contains some language updates as well
