Agenda Item Summary:
The Council approved hiring a consultant to perform a salary study for all AFSCME and non-union positions in 2019. That study was used to create new salary scales for both employee groups. The goal in creating these new scales was to have lifetime salary ranges that are based on market rate and value over time, rather than the current system which stretches salary ranges to fit our predetermined grades. The end result is that we will no longer be overpaying employees at the end of their careers. The study also showed that a few non-union positions are underpaid, and corrections are included in this resolution. At the beginning of the pandemic, the City budgeted for much reduced sales tax revenues in 2020. A very conservative 1.7% COLA given on an anniversary date of hire basis was budgeted for 2021. Since sales tax revenues have been better than anticipated, the City is now in a position to grant this same COLA for the entire year, as well as placing employees on the new salary scale. So, part of the cost was budgeted, and the remainder can be made up from undesignated cash.
