Agenda Item Summary:
This property is a small portion of an existing H-lot which was purchased for use more than 20 years ago as part of the intersection of Catron and Sheridan Lake Road. As part of the City’s negotiations for the current Sheridan Lake Road project, the City entered into an agreement with the adjacent property owner to take steps to surplus some excess right of way and give the property owner the option to purchase (in compliance with surplus statutes). In exchange, the property owner granted permanent and temporary easements for the City’s project. Thereafter, in February the Council approved Resolution 2024-002 to declare surplus the above-described property, and City staff took the necessary steps to dispose of the property by sealed bids in accordance with the surplus statutes in SDCL Chapter 6-13. Notice of the sealed bids was published, and bid opening occurred on October 1. One bid was received by Kathleen Donhiser, the principal owner of the adjacent property, in the amount of $10,000. City staff recommend that Council award the bid to Ms. Donhiser and authorize the Mayor and Finance Director to sign the quitclaim deed and deliver to Ms. Donhiser upon receipt of the payment in full.
