Agenda Item Summary:
Two bids were received, the apparent low was over the Engineers Estimate. A negotiated contract price was reached with the apparent low bidder as allowed by SDCL 5-18B-5. Recommend award at the negotiated price of $8,888,978.00. The Solid Waste Division has determined the need for a new landfill disposal cell to be constructed to continue landfill operation once the current cell reaches capacity. A state Revolving Fund Clean Water Loan and Solid Waste Management Program Grant of $600,000 was secured for the project.
