Agenda Item Summary:
Staff determined that D Hospitality’s bids for Packages 1-7 were non-responsive for two reasons: their bid prices did not include shipping or installation, as required in the bid, and they did not provide a bid bond. Therefore, we are recommending that the City Council award Canfield Business Interiors for Bid Packages 1, 2, 3, 4, 5, and 6 as the lowest responsive bidder for each bid package.
The invitation for bids was separated into various bid packages in the hopes of soliciting more bidders and providing more flexibility to potential bidders and to the City. However, since one bidder submitted the lowest responsive bid for six bid packages, City staff are recommending that the City combine the bids into one contract for both parties to better manage the contract.
