Downtown Parking Information

It is important to note that the City’s parking ordinances were implemented to encourage turnover of parking spaces to allow persons conducting business in the downtown area an opportunity to do so; and, also to encourage downtown employees and those needing long-term parking to park on the perimeter of the downtown area. We hope your visit to downtown Rapid City is a pleasant one.
 
The Rapid City Council approved an ordinance and resolution which became effective May 15, 2015 affecting parking in downtown Rapid City, increasing the amount of time allowed in on-street parking areas and setting one penalty amount for violations in timed and metered parking areas.
 
The Council approved second reading of the ordinance increasing the maximum amount of time allowed in on-street, downtown parking areas from two hours to three hours. In the same ordinance, the Council repealed the graduated penalty for timed parking violations that became effective in early February. The Council approved replacing the graduated penalty system, setting all tickets for over-time parking and expired meters in the downtown area at $10 with a $5 late fee. Courtesy tickets for first-time violations will no longer be issued. All other parking penalties are unchanged.

Appeal Process
 
  • Parking Violation Administrative Review Procedure - To the driver or owner receiving a parking ticket:
    • If you feel that the ticket you received is unwarranted, you may request an administrative review of the parking violation. Such review is presented to the City Attorney’s office with a determination based on the merits of your case. The City Attorney may dismiss parking tickets for good cause, but clear violations of the Rapid City Municipal Parking Code will not be dismissed. In cases where tickets cannot be dismissed, late fees may be waived.
  • Hours for disputing tickets:
    • Wednesdays between 8:00 and 9:00 a.m.
      Thursdays between 3:30 and 4:00 p.m.

Metered Parking

Metered parking zones are located on Columbus, Quincy, and Kansas City Streets from 5th Street through 9th Street, in the 900 block of St. Joseph and Main Streets and the 400 Block of St. Joseph Street. The time limit for the meters varies from twelve (12) minutes to ten (10) hours based on the location. The maximum time is posted on each meter. Each meter indicates the time limits for each coin. Meters accept $.05, $.10 and $.25 coins. Foreign coins are not accepted. Enforcement times are 9:00 a.m. through 5:00 p.m., Monday through Saturday, with the exception of holidays*.

Metered Parking in Leased Parking Lots  

Metered parking is available in the Leased Parking zones at Sixth/Saint Joseph Street and in the Parking Ramp Zone. Enforcement times are 9:00 a.m. to 4:00 p.m., Monday through Friday, with the exception of holidays*.

Sixth/Saint Joseph Street AND Parking Ramp - time limits range from twelve (12) minutes to ten (10) hours subject to the value of the coins deposited. Meters accept $.05, $.10 and $.25 coins. Each meter indicates the time limits for each coin. Foreign coins are not accepted.
 
Three-Hour Parking
Parking in the two hundred through eight hundred (200-800) blocks of St. Joseph Street and Main Street is designated as three hour parking. Parking in this area is restricted to a three (3) hour time period between the hours of 7:30 a.m. and 6:00 p.m. of any day, except Sundays and holidays*. Vehicles must be moved to a new block area every three hours. A block area consists of all the parking spaces on both sides of the street within the block area. When a vehicle is moved to a new block the vehicle must go through the intersection or to a new street. A separate violation will be issued on or during each 3-hour period in which a violation occurs or continues.
 
Motorcycle Parking
Motorcycle Parking is designated by signs and is enforced with the same regulations three hour parking.
 
Loading Zones
Certain areas are designated by signs as Loading Zones which are for the loading/unloading of passenger(s) and/or freight up to a maximum of thirty (30) minutes. Emergency flashers must be in continuous operation while parked in this zone.
 
Handicapped Parking Zone
 Any vehicle in a parking space on public or private property designated as reserved for the physically handicapped must display a serially numbered certificate or special license plate. A separate violation will be issued on or during each 3-hour period in which a violation occurs. Violators will be issued a traffic violation and fined one hundred dollars ($100) per occurrence. Violations will be issued to vehicles parked in handicap access spaces next to the handicap space. These spaces are reserved for loading/unloading for the physically handicapped. Violators will be issued a traffic violation and fined one hundred dollars ($100) per occurrence.
 
Leased Parking Zone
The City of Rapid City leases parking spaces in the following lot locations:
  • Lot #4: 4th Street & St. Joseph Street ($26.63 per month with tax)
  •  Lot #5: 6th Street & St. Joseph Street ($37.28 per month with tax)
  • Lot #6: Parking Ramp at 6th Street & Main Street  
    • 2nd Level – all spaces are Leased Parking ($47.93 per month with tax)
    • 3rd Level – CSAC and Leased Parking ($37.28 per month with tax)  
  • Lot #7: 7th Street & Apolda Street ($37.28 per month with tax)  
  • Lot #8: Mt. Rushmore Road & Main Street ($37.28 per month with tax)

A vehicle parked in any leased parking space must visibly display a valid leased parking permit Monday through Friday from the hours of 6:00 a.m. to 4:00 p.m., excluding holidays*. Violators will be issued a traffic violation and fined twenty-five dollars ($25).

How to Pay

  • Payments for parking violations are due in the City Finance Office within 72 hours. Violations not paid within 72 hours will receive a late fee.
  • Payments can be made at the City Cashiers Office at 300 6th Street. Hours are 7:30 a.m. through 5:00 p.m., Monday through Friday.
  • Payments may be placed in the Parking Violation Drop Box. The boxes are emptied Monday through Friday at 7:00 a.m.
