Community Development
Neighborhood Restoration Program

The City of Rapid City provides financial assistance to homeowners occupying their homes and residing within the corporate limits of Rapid City through its Neighborhood Restoration Program. This program is funded utilizing Community Development Block Grant (CDBG) funds, and according to federal law, must be used to benefit low and moderate income persons. Eligible improvements will address structural, safety, health, energy-efficiency and handicap accessibility issues. This program will not fund luxury items. Eligible improvements include, but are not limited to:

Repair or installation of new water heaters and furnaces;
Interior or exterior painting;
Repair or installation of new roofing materials;
Installation of insulation;
Siding repair or replacement;
Window replacement (no bay windows);
Plumbing and electrical repairs or updates; and
Installation of handicap accessible fixtures and ramps;

Not all homes rehabilitated will have the same amount of work completed or money spent on them. The items to be addresses are contingent upon need, the cost of the repairs and condition of the home. The work will be prioritized following an inspection conducted by an approved home inspector or staff member.

Two loan programs are available to qualifying homeowners:

  • The Zero Percent (0%) Interest Loan Program, and
  • The Three Percent (3%) Interest Loan Program.

Loans are subject to availability of funds and are processed on a first come first served basis. Eligibility is based on HUD’s current established area median income guidelines for household size.
