• Aviation activity demand forecast
• Demand for Airport use, evaluation of Airport capacity, and the associated facility requirements
• Identification and evaluation of Airport development alternatives
• Development of the Airport plans drawings
• Plan implementation and funding
• Financial feasibility analysis
